SAMP files can be found in the .ISO file of a game. Depending on the game, SAMP files can be found in the /sound/proj/ folder in the ISO file. There are no known programs that support SAMP files. However, they can be imported into Audacity as raw data but there may be noise interference interrupting the sound.
