An MLPKGINSTALL file is an installation package used by Support Package Installer, a tool used to add support for third-party products to MathWorks programs. It contains a support package for different products such as Arduino, BeagleBoard, Raspberry Pi, USB Webcams, and Texas Instruments C2000.

Support Package Installer is used to install third-party software and hardware and guides you through the downloading and installation process. It is commonly used with MATLAB and Simulink. You can start Support Package Installer through one of the following ways: Double-click the MLPKGINSTALL file. Select Tools → Run on Target Hardware → Install/Update Support Package. Enter targetinstaller in a MATLAB command window. Click Add-Ons and select Get Hardware Support Packages on the MATLAB tool strip.
