Backup file created by Cenon, a collection of open source applications used to design vector graphics and for desktop publishing; contains a backup of a .CENON project file.

In Cenon, the ".cenon" extension is used for projects, whereas the ".cenon~" extension is used for backup files. Backup files have the same name as the project file it backs up. In Cenon Preferences you can choose whether a backup file should be removed or kept after saving project files.
